Regarding the bank draft it would be either of two possibilities. I can't be really sure because i don't know of details specific to your country.
But in Pakistan there are two options
1) A bank draft in Canadian dollars for the fee. You can only have this obviously if you have a foreign currency account i.e. in CAD. Or some one having a bank in Canada does it for you. I don't really know the details of address, but it is NOT the common way people pay in Pakistan. However, i did this because my employer sent me a bank draft in CAD drawn on a bank in Canada since employer paid for this fee for me.
2) The common way for people to pay this fee is to go to Standard chartered bank where you pay fee in equivalent Pakistani currency and they provide you with receipts of equivalent in CAD. You submit those receipts along with your application.
I expect your country to have some similar procedures too. Not every applicant can produce a draft in CAD so there must be an alternative similar to what i mentioned via Standard Chartered above.
