Regarding the bank draft it would be either of two possibilities. I can't be really sure because i don't know of details specific to your country.

But in Pakistan there are two options

1) A bank draft in Canadian dollars for the fee. You can only have this obviously if you have a foreign currency account i.e. in CAD. Or some one having a bank in Canada does it for you. I don't really know the details of address, but it is NOT the common way people pay in Pakistan. However, i did this because my employer sent me a bank draft in CAD drawn on a bank in Canada since employer paid for this fee for me.

2) The common way for people to pay this fee is to go to Standard chartered bank where you pay fee in equivalent Pakistani currency and they provide you with receipts of equivalent in CAD. You submit those receipts along with your application.

I expect your country to have some similar procedures too. Not every applicant can produce a draft in CAD so there must be an alternative similar to what i mentioned via Standard Chartered above.

Why don't you pay in Singapore dollars using a verified bank check

It is described in the options above. Obviously it will be from a local bank of yours (with local address) and will be addressed / payable to "High commission of Canada". What do you mean by address of a bank in Canada?

I made mistake in asking for bank draft, instead of putting Higher Commission on Canada I put Receiver General of Canada that's why they asked me to put an address of the bank. Is it possible if I can change the bank draft without paying the same amount just like taking a new one?

Only the bank can tell you whether it is possible or not.

'hi i have applied for temporary work permit in jan 2014 and company said go for the medical before you sending application so till now i have't heard any thing yet some one have any idea how long does it take its about to four month in next week.its was professional job noc a category we checked online it say we have sent ur application to canada visa center to know more call on help line and help wont tells any thing they simply saying its in process
