I don't think applications submitted prior to this notice will be affected, I believe they have done this to utilize the new VAC in AUH or to encourage new applicants to submit their applications at the new VAC, otherwise people would still prefer to submit their applications at the embassy if the time line would be the same. There is still a possibility of refusal as always..... Let me clarify and magnify the word "possibility" here. As some accuse me of being negative.... I would like to say that I am viewing this conservatively..... I don't want to give FALSE HOPE or worse false information. I suppose the readers of this forum are intelligent enough to read my words carefully. I based my comment here with Kres123's experience, he waited for more or less than 4.5 months (normal processing time for September applicants that time) but still his application was refused.
