Work permit and process

Hello everyone,I have a concern about my friend file regarding refugee.He came as international student from India and applied for refugee protection.
My question is how long it takes to get work permit and what are the chances to get accepted for claim as a student.

4~6 weeks if applied online. 8 weeks if applied by paper.

Nobody can tell their chances without knowing their case. In general, India is considered a relatively safe country. Acceptance rate is pretty low.

He was basically thread by other religion as he was Sikh and was living outside of Punjab.He never returned India in 5 year and due depression he did not able to complete study than he applied refugee case.

That's a long time to be on a study permit. May be something else to his story, but I think because he can live safely in other parts of India, the chances are very low. Especially, as he has been here on a study permit for 5 years and suddenly claimed for asylum. He should have applied for it before now/ Just my opinion.
