From my opinion, you have to ask the country that you plan to work in if they accept the RTD to issue you a work visa or not.

You can return to Canada as long as the RTD is valid.

So you should focus on the the other countries laws in regards to work visa on RTD.

I saw an experience here for someone who worked in France on RTD.. if you search you could find it.

The answer will be the same as the work permit. You will have to research the countries you want to study in to see what you need in order to be able to study there as an international student.

The rules will be different for different countries. In many/most countries you may need a study permit or study visa and you may need to pay international student fees.
 
Because it's too expensive here
As a PR, you can apply for scholarships/grants/bursaries/loans. For example, if you live in Ontario, you can apply for OSAP.

Just curious, why would you want to work/study abroad when you are now a PR?
