I want to know that does the schedule breaks(holidays) of 1 week or two, count in 1 year time of work experience as in my company there are usually two shutdowns : one is on Christmas and the other is in Summer

If you got paid, then you can count it towards your CEC experience. Unpaid vacation cant be counted.

On my pay-stubs, the vacation pay had been mentioned but working hours are zero.

Because you didn't work.

Usually payroll divides this in "working hours" and "paid holiday hours" (depending on the payroll system your employer use). This is a question for your HR department. In my case each week I earn some paid holiday hours, which I can use instead of my regular hours (I need 40 paid holiday hours to have a full vacation week). Also your payroll should have something like "statuary holiday hours" for days like Christmas, Good Friday, Canada Day, etc. these stat holiday hours would show as "working hours zero" as well.

Check with human resources. As long as they pay you for those days then you can count them towards your working experience, as toby mentioned.
