Not the case if you are a visitor in Canada you needed a WP to work. You can apply for a new WP while still on your current WP.

I understand.
But if i am working for one company under a WP and I get a different offer from a different company. Even if I apply to change my (closed) work permit to the new company I cannot legally start working for them until my new WP goes through?
