Work experience older than 10 years

Some of my work experience might get older than 10 years between ITA and application. Will it still count for points? If it doesn't, will the part of it that's more recent than 10 years still count?

3 years or more is what counts. you get the same CRS points for 3 years or 30 years.

Thanks. I don't have three years work experience, as I spent many years doing a PhD. I want to know when the cut off date for calculating ten years is (Date of ITA? 60 days later when I apply? Or something else?), As I might be able to claim an extra year of work experience.
