So I can't get a job offer nor a province nomination. And I never worked or studied in Canada. I don't speak French either. What possibly can improve my score then?
The only problem is the 50 points in education and work experience that I lose because my IELTS results are not getting any higher unfortunately.

I never said you couldn’t get a nomination but you have to research each PNP program. A job offer is unlikely given your NOC and many Canadian unemployed. First, improve your IELTs scores. Better results means higher scores. What are they?

What is your education? Would a masters or PG diploma increase your score.

I have two masters degrees in business administration, but I have little to no experience in management, only as an accountant.
My two IELTS scores are:
Listening 7.5-7.0
Reading 7.5-7.0
Writing 6.0-6.5
Speaking 6.0-6.5
I know I need to reach 8-7-7-7 in order to get full marks in job experience and education, but that's close to impossible for me quite frankly.

I just read that Alberta doesn't need job offer and they took in the last draw candidates with low score of 360-400!! Also, my NOC isn't ineligible too.
What do you think about it? did they really do that this year? or is there specific conditions considered?

They are only accepting applications from those living and working in the province. They are selecting specific NOCs and aren’t publishing what NOCs they are selecting. People working in the province in the mid 440s aren’t even getting nominations.

Hmm.. is the EE draw taking applicants with the same criteria? so no outsiders for the time being, right?

What I meant to ask you was, is the whole express entry draw nowadays only taking applications that are already inside Canada because of the whole COVID thing? not only PNP but even the normal EE too, right?

No if there are open or FSW draws that includes everyone in the pool. Those have not been suspended. They are not as often as CEC draws (Canadian experience). FSW Scores are 468+. PNPs are still offering invitations to those outside Canada.
