My cousin failed in 1 course during her last semester. So, she's currently enrolled in only 1 course as a part-time student. Can she work part-time or full-time, or even work at all?

Not sure what is the rule for failing but I worked for up to 20 hrs when I was doing only 1 course in my last semester. I was full time for my previous 6 semesters. I have attached a link which you can select options and it tells you if you’re eligible to work in your last semester.
You may work off campus without a work permit as long as you:
have started studying
do not work more than 20 hours a week during academic sessions
are a full-time student at your school or you are a part-time student in your last semester
stay enrolled in an academic, vocationalFootnote3 or professional training program that is 6 months or longer and that leads to a degree, diploma or certificate
