Work and Study Permits for Refugee Claimants.

Dear Friends
I am writing to inquire about the possibility of a refugee claimant applying for both a work and study permit in Canada.
Could you please advise if it is possible for a refugee claimant to apply for both permits simultaneously? Additionally, what would be the fee for us, are we paying domestic or international students?
