My research also tells me No.
But I see lots of Work/Study permit holders sponsor their spouses for open work permit without their spouses being inside Canada. It seems unfair for PR. So sad.
Not to defend this practice, but the situation is a bit different: spouses being sponsored have a higher likelihood of getting visa under the family reunification policies. Spouses of work/study permit holders would be quite unlikely to get trvs without a permit.
Also note that eligibility of spouses for study permits has been seriously cut back (I think now to only graduate students?). Serious cuts to some temporary foreign worker categories, and possibly to spousal eligibiilty I think as well, but I don't really follow closely.
So perhaps not the best time to 'envy' their advantages.
