Without ielts

I got my admission in Accounts in seneca new ham campus without ielts as english is (ESL).
Question is that CIC Issue me study permit.
My profile is that
Metric 2011 42%
Physics. biolgy,chemistryAnd english
D.com 2013 68%
Accounts, Banking, Commerce. math, IT, Economics , Communication skill
Ielts nothing.
FD 3.5 million
So what u think cic give me visa? And ielts is requirment of CIC?
