Without IELTS is there any possibility to come and settled in Canada

Any one please help me 3times i attempted for IELTS and I didn't score above 5, now please tell me if there any way to reach and settled canada...hope anyone will help me out and I wish I would be there with you @2016....please share your knowledge if so.

There can be provinces in Canada accept 5 in ielts. Try there

Agreed with desert fox, Saskatchewan is one of the province accepting CLB 5(L5, R5, W5, S5) for its express entry PNP. Same may be the case with other provinces also, check Quebec also.
