Witholding Right of Permanent Residency Fees

Hi if I don't pay the right of permanent residence fee at the same time I pay the sponsorship and application fees, can I still get an approval and then pay after? Like would I still get a COPR before paying the right of permanent residency fee? Sorry if this is a stupid question just a little confusing to me.

No, you must pay the fee before they will finalize the application and issue COPR or visa. All you will achieve is to delay your application.
