Withdrawing an Inland PR application in favour of an Outland PR application

Hello,

Background: I am a Canadian citizen by birth. I met my husband three and a half years ago while I was conducting research for my PhD in Western Samoa. We married in July of 2013. We have been traveling back and forth between Canada and Samoa ever since. Now my research is wrapping up and we are back in Canada with no immediate plans to return to Samoa. My husband is in Canada on a visitor visa (for a year). So...I thought I knew what I was doing and yesterday we submitted an Inland PR application. Today, I realized that we have made a terrible mistake and we should have applied using the Outland application.

Unfortunately, I cannot intercept the couriered application package we sent through Canada Post and our package should arrive in Mississauga on Monday or Tuesday. Does anyone have any information on withdrawing an application? More specifically...

1) Is it possible to withdraw an application?
2) Can we use the same online payment receipt from the Inland application fee towards the Outland application fee?
3) If we resubmit an Outland PR application can he include a work permit application at the same time to expedite his approval to work while we await the PR approval? If so, which work permit application should we include? (We did include one with the inland application and paid the additional fee).

Any advice is VERY welcome. This process is doing my head in. Thanks in advance.

2. Yes
3. No. An OWP is not available for an Outland applicant. He would not be allowed to work until his either has his PR, or finds an employer that is willing to go through the LMIA process, which is difficult to find.
