WITHDRAWING 3 MONTH OLD PROFILE & CREATING NEW EE PROFILE

Hi all

if i withdraw my 3 month old profile and creat a new profile, will this step help me?

My score is 400

If this is for OINP.. you can try it, as others in different forms are telling that they got NOI after re-creating.. but, there is no guarantee though.
