I do not have an idea about withdrawals but they respond to your inquiries within 5 to 6 days. You can inquire about this and ask about how long do you need to be able to reapply through CEC. Even if they responded and accepted to cancel an application soon, it is different from case to case. According to the IRCC website, they will check your application and the reason for withdrawal before approving your request.
