I appeared for IELTS exam on 24-10-2015 and got the following score

Listening = 9
Reading = 8.5
Writing = 7.5
Speaking = 7

overall = 8

My age is 27 and I have a more than 4 years of work experience as a computer programmer in India. I have completed my M.Tech.(Master of Technology) in computer science. I am single. As per the following information, I got 478 score in CRS tool. I want to know that in which state I can apply and what are my chances of getting Canadian PR. I still need to get ECA for my educational degrees. When should I start?

your score seems to be good, just create a EE profile, and get ready to obtain ECA of your masters degree, and also try to get PCC most probably in next 2-3 draws you should receive an ITA. as you will be applying from India state doesn't matter.

you are only away from an ECA only just get that and you are having very good chances of getting an ITA according to your score calculation.

I am assuming that by "state" you mean province. Your points are good enough to get an Invitation to apply from federal government without a provincial nomination. You can create EE profile once u have all the docs ready.

WES ECA takes about 4 weeks.

I suggest get started ASAP, nobody knows the future of EE or immigration policy because of the regime change after elections.

no , you can apply anytime during the year and it will be valid for one year..

You seem to have good chances of being selected from the pool very soon.
Just remember that after that, you'll only have 60 days to provide all the supporting documentation.
So make sure you're ready to pass the med check and able to provide reference letter(s) from your employer(s) and proof of funds for 12k CAD.

There are couple agencies out there like:
WES takes 20 business days after receiving all the documents
IQAS takes 10 """""""""""""""""""""""""""""""""""""""""""""""""
There is one through university of Toronto which takes about 5 months...

Get the ECA done from WES immediately.. You will not be able to create the EE profile at all without that result.
There is a chance that the ECA might make your Masters in India equal to a Bachelors in Canada... as this has happened with too many applicants.. so just calculate that score as well incase..
But all the more reason to get the ECA done first (plus I think they ask for the reference in the EE profile)..

Meanwhile, if you are sure of getting above 460 or 470, while waiting for the ECA report, you can also look into how to get the PCC and get it for any countries you lived in before (if outside your current country).. for current country, just find out the process and maybe apply a few weeks later (as soon as you get ECA, depending on final score)... to ensure that it is ready on time for the ITA..
