Environmental Engineering from City College of New York
I am going for graduate Certificate in Construction Management. I have 3 years construction experience working as construction manager and currently construction renovation business registerd for an year now in pakistan.

This is a quite strong profile you will get visa definitely the issue with my application is because i am a transfer student and its really hard to explain why am i transferring from a pakistani institute to a Canadian one but this time i did have my credits transferred so i think that might help

Yes this does create a confusion for the visa officer. He prob wonder why would someone who is already in college suddenly changes his mind and wants to pursue degree in canada. If you applied straight there instead of transfering colleges it would have been a lot smoother process. Anyway i hope you get the visa this time if in case you do get rejected then think.of alternatives.

Anyways your IELTS score is too low for admission for postgraduate diploma you really need to increase it

What is your field of job and masters? Why do you want to pursue education now after 3 years of work? what additional skills you want to excel and how it will help you further considering you are working for last three years and doing well?

As far as your ielts results it is low but ain't bad if you are consider college instead of university.

for VO perspective it will be hard to get convince since you have really strong ties to Canada how will you proof your ties to back home also at masters level your ability to English language is significantly low which raise question as bonafide student.

Ask yourself a question if you can answer those questions.

Ok first of all you can't do diploma after masters. Your visa will be refused. You cannt study backword....after master you can only apply for PHD therefore i wouldnt recommend going for a diploma.
Secondly, your ties to canada are lot stonger so thats automatically a refusal. If you have any blood relatives in canada visa officer gets suspicious that you will not come back.
In my opinion, you should look into University of Monitoba for PHD program or any other university thats eaiser to get admission. Tuition fees are lower at UOM comparing to others.Also try to improve your IELTS score.
I think its lot eaiser to get Australian study visa than Canada. You might want to explore that option with your IELTS score.

It makes sense to take graduate certificate after undergrad grad dergree but in his case he needs to go for PHD since he already has masters. He is thinking of going backwards which will not be approved for study permit.
