Had someone here applied and been accepted to msc degree (thesis) in canada, before he completed his BSc (let's say, during the last semester)?

Yes you can....If you have good grades then you can apply to McGill University....bcoz in thier site they mentioned last date to apply for Winter 2013 intake is Spet. 15(International students).. Majority Universities closed their admission for Winter 2013 intake....pls check University web sites regarding admission deadlines....

Hi my sister got accepted in Thompson River University Pre-MBA program for Winter 2013. I am not sure how well CHC Islamabad entertains the international students from Pakistan for study permit to Canada. Her spouse wants to accompany her as well. By the way she has a Pharm-D degree from University of Punjab Lahore Pakistan. Any help in this regard would be helpful. Success rate for study permit is pretty good from other countries compared to Pakistan.
