Will it be ideal or will it make the tourist visa application of your fiance stronger if you send her an invitation letter? (letter with explanation that you will shoulder all her costs (food,housing, etc).

Visitors need to show that they can shoulder the costs themselves. Unless your fiance has very strong ties to their home country, own savings and a good international travel history there is likely to be concerns that they are coming to Canada to get married. Currently they will not qualify to travel although you can still apply.
