Hm... Where in the CIC Q&A does it say something like that? The question is if someone with an FSW PR application ongoing can open an EE profile. The answer is YES, and ITA can be issued for a new application through EE. The answer does NOT say, however, whether the new application has to be in a different PR category or not...

It is definitely a grey area. We can discuss it for years and not get anywhere. I suggest calling CIC and asking them about this case.
With this new system, there are lots of unknowns and I see people in various topics fighting over who is right and who is wrong! The fact is nobody knows.
 
There isn't a grey area. I've previously checked this with CIC and i encourage others to do so. I'd also suggest that those who disagree spend a little more time prior to telling others they are wrong.

The only purpose to my sharing this information is to ensure that no one finds themselves in a difficult situation next year.

Just because express entry allows you to create a profile in order to get an invite, does not mean two CEC apps or two FSW apps will be able to run simaltaneously - this is not the case.

Hi Jsm,
I think you are overthinking. In the express entry profile, you don't state what kind of category you want you application to be processed according to. You just fill the profile and the system itself will pick the right program for you if you are selected. You might be selected in more than one program. Question 30 explicitly mentions if you are waiting for a FSW application to be processed, you can submit an EE profile with no problem. It didn't state CEC though. So, we can just call CIC to see if this rule apply on CEC application or not.
 
My sincere advise to all my friends is to apply for EE only if you think your file is not moving even after the actual processing time is passed. This would only make things complicated for you and for other real aspirants getting in to the pool for lottery. I mean if less applicants in the pool more probability of getting selected in the lottery

I post my package of FSW application in NOC 1111 which received by CIC on 29 Dec 2014. i would like to receive guidance that should i wait for any sort of notification from CIC or go for EE profile.
