Will the scores go down in 400s in 2019?

This is the question asked by my cousin who will complete his education by 2019. So I thought if experts can answer this question so I will give him some insight on this topic. My intial answer to him was that It will never go below 425 because of OINP and other things. What you guys think?

I think nobody can tell what is gonna happen in 2019. We can't even predict the next draw. My personal opinion is that 400 will always remain too low. The reason is, that many applicants have years of work experience with really good language results. My suggestion is improving language scores and gaining some work experience instead of waiting for luck.
