Will Spousal Open Work Permit be faster when it was submitted with minors' visas(visitor visa or open study permit)?

I am waiting for my regular open work permit. I have been observed in my visa chat group and found that when a person's SOWP is submitted with his/her children, it will be approved faster than the person who only applies for SOWP. I would like to ask applicants all over the world, have you ever take notice of this phenomenon? Is there anyone know why? I think it's unreasonable.

Hi, I am also waiting for my SOWP. I applied on October 18 but still no updates. I wonder if I apply as a visitor (processing time is 14 days from Indonesia) will I be able to convert it to an open work permit later when I arrive in Canada. I feel a bit frustrated waiting for my permit to be issued
