Will my study permit be rejected if I have family ties in Canada? Can I apply for study permit if my PR is in process?

So I have been admitted to the UBC, Vancouver and have also received major scholarships covering most of my tuition amount. My mother moved to Toronto, Canada on a work permit in 2019, she applied for my sponsorship and PR in Dec 2019 ( btw I was a minor then but I am not anymore). However, our files have been stuck ever since and I have no clue when it will be approved. Meanwhile, I took admission in this university and I am supposed to start offline classes there in September 2021. So since there is no update on my PR or sponsorship applications, I need to get a study permit ( NON - SDS ) so I can move to Vancouver and start my classes. I have two questions -

1. Will my mum's presence in Canada affect my study permit application? My maternal grandparents are also permanent residents of Canada. Can these family ties lead to a refusal?

2. Can I even apply for a study permit if I have a PR app in process? someone told me that I need to withdraw my PR app before applying for study permit, is this true?
PLEASE HELP I'M SOOO LOST!

You can apply for a study permit with PR application in process. Whether it will be accepted given your application is in process is another issue. You need to show that you have ties to your country of citizenship and funds (tuition plus $10k). I believe your application is processed from your country of citizenship so take that into account.

You dont need to withdraw your PR application when applying for SP. As you have active PR application, this raises question whether you will leave Canada after the end of your studies, plus the fact that you have strong family ties here in Canada. On balance of prob, and because UBC is top three best Uni in Canada, and if at all other factors have been met, i hope VO will consider and get you approval. Though this can not be a guideline, but most countries retain student from top Uni if they show intention to contribute to their economy. Make good case on your Study plan. All the best
