Will my spouse be granted an H-4 visa if we live in Canada and I work in the US on H-1B?

Also does anyone know whether visa officers cancels all valid visas when one is in interview?

I had mine cancelled when I was applying H-1B transiting from F1 visa. My F visa was crossed out. But I believe that is a different scenario because it involves change of status.

Planning of applying both B and H for her.
It is completely at their discretion. No need to apply for both. If it is only used for short visits, apply for B1/B2 and if approved, use that. If denied, she can then apply for H4.

2. Planning of applying both B and H for her.
1. Some officers (at consulate/border) cancel and some dont. But many would cancel the previous valid/expired visas to make sure we dont use them later as its not relevant visa on that day of our new visa application. Just to avoid misuse they do it.
2. Its meaningless to apply for both. It will lead to problem at the consulate itself or at the border. Its risk of losing the previously approved visa itself and you might end up not having any visa.
B and H are very different type of visa and both puposes are totally different. One should not just think that getting visa is like buying a flight ticket. Misrepresentation will lead to long term consequences.
