I am charged with theft under 5000. I am about to complete my course in 4 months. I am expecting a discharge for my offence. If I apply for work permit after my studies will it get refused? I am so much worried. I did a stupid mistake and paying for that with my life. Please someone help. Please give me some information about this

You really need to speak with a lawyer. This is a complex question. To the best of my knowledge, you need the discharge to be completed before a PGWP will be approved. You won't be approved while waiting for the discharge. But again - you need to hire a lawyer to assist you.
