I am not sure if IRCC will do that, because the world epidemic situation still not good. I saw some other people who apply Australia Student Visa get approved outside Australia after September. I wish IRCC start to process stage 2. Even if travel restrictions may still exist, but we could feel less anxious if we get final approval.

Exactly. Really hope IRCC can process second stage very soon. Even u some of us received AIP, we are still anxious
 
i was hoping after sep 15th as well the final approvals will come in at least from countries where VACs are opened. it will eventually free them up for other countries and the winter cycle applications
 
Study permit doesn't guarantee travel, so there is no need to restrict study permit just to make sure people wont travel to Canada. I think (in my very uneducated opinion) that the two stage is not to restrict travel but only because of the time constraint they wanted to allow as many students as possible to start studies online.
I really hope they do start processing full visas later to remove doubts

Many colleges have refund deadline and if you receive rejection after AIP, they can not fully refund after then. (Although It is not your mistake)
I hope nobody gets rejection after AIP with the reason that "I am not satisfied you will turn back to your home country after study... "
Personally I do not feel myself in safe after rejections in Pakistan after AIP..

A student from srilanka applied in july july nonsds just got full study permit. Not AIP. So it think they are issuing now.

2 stage does not mean a study permit will be approved. Therefore it's useless and as gcms notes have shown, many permits were approved months before this 1st stage notification was done.
 
what does your daughter's gcms notes say?
Disappointingly still not arrived after 3 weeks, but several others have posted to confirm their GCMS notes confirmed permits were approved several months before the first stage notifications started arriving in August 2020 and several others have confirmed the permits have been refused after received first stage notifications. So what exactly is the point of the 2 stage notifications other than to give in some cases false hope and in other cases give incorrect information (remember in the pdfs received, claims this first stage notification is due to lack of complete dossier when in reality the dossier is complete and permit approved). It makes no difference to the legal ability to study online to have this first stage notification either. So what is the point other for even more precious IRCC staff time to be used up.
