Will I get refusal if kids dad didn't cooperate for the medical?

Submit proof you do not have any custody of or access to the children, and that you have have made reasonable efforts to get them examined, along with a signed statement that you are aware that by proceeding without medical examinations, you can never sponsor them for PR in the future. This will delay your application.
Really sad that I can't sponsor my son in the future. He's 16 years old now, and 2 more years he'll be in legal age and his dad can't stop him in processing the papers. I hope that the immigration would understand the situation. Thank u for your response. I appreciate it much.

It has nothing to do with the IRCC understanding your situation , they are well aware what the rules are . You must understand you are waiving your rights to sponsor the child in the future for PR
