CIC doesn't accept letter of completion as proof of Canadian education credential. However, some people can get PR without an official degree. My guess is that CIC accepts the official transcript with a degree written on that (after your degree conferred). Otherwise, CIC doesn't count the letter of completion.

Hi Guys

Unfortunately the same case happened to me and I have file rejected on Friday with the same explanations as Fayezharb.
I asked my friends and those who had used their degree completion letter instead of Diploma, the application is approved and some are in the process and some have got their PR.

What can we do at the moment?
I would appreciate your help

Thanks
I am in a similar situation where I only have degree completion letter. But I already have my PGWP. I am not understanding should I submit my PR application or wait. Did you also have a PGWP and it still got rejected?

Completion letter will be in specific requirements accepted for evaluation only meaning ECA but definitely not IRCC they require the honor degree.

They have given a PGWP based on completion letter. I am not sure why would the same not considered for PR.

For evaluation they don't exactly care whether you were conferred the degree or not Simply because you have passed the required credit hours and maybe a comprehensive exam even if for some reason you will never obtain a degree still you have fulfilled a program that has sort of equivalency in Canada so they consider that if you were in Canada you would have earned it no matter.

On the other hand for CIC they need the actual Award as proof that you have earned the degree you claimed points for so to categorize your eligibility in CRS system.
It is for fairness and due purposes to give advantage for awarded applicants because an applicant for any reason still could have not to receive his/her award.

In another way around one could enroll a an accounting training course or project management with 40 credit hours and a pass score. It could be evaluated as a diploma but at the end it is a training completion certificate and keeps like that for ever
