Yes, you can. The 18 months in one NOC will qualify you under FSW, and then any other work that you've done will be added to give you the total work experience. You have 2 years of work experience (both jobs have to be NOC 0,A,B).

Hi All, thanks for the response. I realized that having 2 yr work experience instead of 1 is not making any difference to the CRS score. It's 1-2 yrs experience or 3 yrs. There is no benefit of having 2 yrs experience over a 1 yr experience. The benefit in the CRS score comes when you cross the 3 yr experience mark.
But thanks a lot for letting me know that foreign work exp. and Canadian work experience can be combined
