Will Canadian inland office send PPR email to FSW-Outland applicants?

Hi senior members, I have a quick question.

Will Canadian inland office send PPR email to FSW-Outland applicants? Or they will transfer the application to applicant's local office and let them to send the golden email once a final decision being made?

I currently reside out of Canada buy my processing office is Winnipeg. I am just wondering if IRCC would transfer my file back to my own country?

Any advice?? Thanks!!

all processing is done inside canada... But for finall COPR you can request it locally once your application is approved
