Wife's OWP refused, but Study Permit application is still in progress.

Hello.
Could someone can help me, please. I applied for a study permit+OWP for my wife. My application is still in progress, but my wife's OWP was refused 3 days ago for the reasons:

• You have not demonstrated that you come within the exceptions under section 186 of the IRPR exempting you from the requirement to obtain a work permit or that your employment in Canada comes within the exceptions to section 203 of the IRPR. As a result, your offer of employment must be the subject of an economic effect determination before a work permit can be issued to you. Your employer in Canada should contact the local office of the Department of Employment and Social Development Canada to begin this process.

Is it mean that I had refused to, just didn't get an update on my account information? Does any suggestions please?

No, this does not mean your study permit is refused. Your study permit may still be approved.

Thank you for your response. But how is it possible, she doesn't need an LMIA but according to the reason - it is. Is it possible, when the officer viewed my application and if it will be approved, he will reopen her application?

No, they won't reopen her application. It has been refused. Having a spouse who is coming to Canada on a study permit does not guarantee the spousal open work permit will be approved.

You should first wait and see if your study permit is approved.

If your study permit is approved, she can try applying for the SOWP again however she will want to strengthen her application and work to overcome the reasons her first application was refused.

So, if I will get approval, she can apply for SOWP or Visitor while I'm outside Canada, or do I need to land first?

But the reason for refuse pretty strange...about the job offer and LMIA. If I want to GSMC notes for here, I need to ask for here an application, or I may request for mine plus add information that I submitted with my spouse?
