Use your actual address in Vietnam. You don't need to provide a Canadian address at all right now. All communication is online / email with IRCC during process. Just indicate you will settle in Ontario.

Note you'll have to show intent to return to Canada - that stuff (eg real estate searches, job searches, etc) should show things that make sense with Ontario/Ottawa as target.

Using your parent’s mailing address in Quebec will create a red flag about whether you intend to live in Quebec even if you say that you want to move to Ontario. Even indicating that you want to move to Ottawa often raises doubts about whether will be actually moving to Quebec because most of the people who do want to end up in Quebec say they will be moving to Ottawa. Some even move to Ottawa while still commuting to their employer in Montreal which likely means the the Ottawa move is likely very temporary and will return to Quebec as soon as they get PR.
