I am a PR in Canada. Can my wife apply for owp under spouse skilled category?

No but you ca apply to sponsor her. If you are able to apply inland you can include an OWP.

As you are a PR, she cannot apply for an OWP from outside Canada (she must be living with you) + in any case she cannot submit an application for an OWP without an inland spousal PR application.

I just want toask that they should have straightaway refuse the online application but medical is passed, biometrics is done and background check is in progress. Does that mean anything?
