Wife Just Landed --PR Card Process???

Congratulations on her landing :)

Usually, the border officer will confirm the address that the PR Card will be sent to during landing. And then it will arrive in the mail - currently they are taking 44 business days (so about 9 weeks). You can follow the timing at http://www.cic.gc.ca/english/information/times/perm-card.asp

So what is the purpose of the permanent resident card application that's above?

To replace your card if you lose it, or renew your PR card, or get an initial card if you land, don't have an address, and don't provide one to CIC within 6 months time after landing and need to apply for a PR card.

As a newly landed immigrant, you wife already paid the PR Card fees as part of the RPRF and it is processed at landing
