Why Wes Refused My Application

I got an email that my application is onhold because the academic transcript is a photo copy and not attested. however, am sure 100 % that i have sent the original one which have the dean signature and Faculty stamp.
the only thing which i didn't send was Academic Records Request Form as i have been informed it's not really required..

Please advise what else should i do?

best is call them , note that you will need to wait for 20-30 minutes before the call gets connected . There is a long hold , if calling charges are expensive get a skype package and they charge 5 USD per month for unlimited calls for canada and USA . You can take that package for 1 month for calls to WES if required and then discontinue the package .

because my brother has an similar issue with his application because of his egyptian degree...

but his problem not with WES.. he already finished with WES and sent his application to CIC..

They requested the original even though he already sent the original...

My brother was in (Arab Academy for Science, Technology & Maritime Transport)

But my brother didn't have any problem with WES!
WES accepted his documents and everything was fine.

His issue was after applying and sending his documents to CIC.

Anyways look, who told you the academic record is not required??
They need the transcript of your records to know what did you study exactly so they can qualify your degree with Canadian standards degree!
Call them! and ask them about your case!

Have you checked what exactly one needs to them? The documents are different from country to country. In my case it took just 4 days for them to evaluate my degree.

First make sure you have sent them the right documents.

i already sent all what they need and they told me they already recieved however, it's not attested. im sure i have submitted orginal attested one

The signed Academic Records Request Form should have been sent together with the original transcripts by your school. Looking at this case, I think WES has a generic email replies to all records that have incorrect and/or incomplete requirements.

For your peace of mind, give them a call and confirm if it's only the Academic Records Request form they needed. If it is, then you have to send it to them.
