Why some ppl get their PPR at their local embassy and others in Ottawa ? please

Hey guys,

Why some ppl get their PPR at their local embassy and others in Ottawa ? knowing that they are also outside Canada. Is it a random choice please ?

Also, can you choose your local visa office to process your PR (talking about EE) ?
