Why my TRV application sent from Ottawa to Los Angeles???

Hi

Please Help

I have a valid work permit in Canada until 2015.I recently applied for a TRV in Ottawa on 10 dec 2013 and i got a letter on 4 jan 2014 saying that my TRV application has been transferred from ottawa to los angeles and they returned my passport back to me(wthout visa)...i have no idea why this happened....i have all-ready booked my flight back home for 5 feb 2014..........Does any one have an idea .....What is going to happen
