Rather than spending millions on investigating hundreds of thousands of citizenship/PR card renewal applications for residency misrepresentation through RQ (and have honest applicants wait for years), they would've done much better to exert an exit control (again, at least on non-citizens) so that their physical presence can be unambiguously verified.

They're already doing it. The CBP and the CBSA have already exchanged all entry information for non-US/Canadian citizens across all land borders since June 30 last year. They'll be doing it for everybody (including the Americans and the Canadians) as well starting this year.
