Why IRCC stop issuing OPR again?

Hi,
Does anyone have idea about why IRCC stop sending OPR again? Their process is so confusing. It almost 2 weeks I haven't heard good news from SDS applicants although with AIP and DLI approved.

They actually are sending ppr but not massively like they sent aip before.

I dont understand their logic. While applicants with similar timeline got OPR 2 weeks ago, others are still waiting.
Their work truly makes no sense.

It’s been 4 months since I applied (full application), 2 and a half month after my AIP and still no answer. Believe me, 2 weeks this year is nothing. Be prepared for at least a month or 2 of waiting, if not more.

By '2 weeks’ I meant that there was a rain of approval 2 weeks ago and then IRCC kept silent again until now. That’s the point that makes me confused.
I’ve finished my application in May and got AIP in August and nothing updated till now, so I am losing hope for IRCC’s final decision
