Why IMM5646 is required in toursit visa

Hello Guys,
i am applying online to a tourist visa with my wife and my daughter of 1 year old.
We are going all the 3 to visit my family temporary and going back after 18 days.
My daughter is not going to study in canada.
Why the IMM5646 is a required document and not optionel. how should i have to fill the doc?
Note that i cant procced with my application if the required doc are not uploaded.

You are not correctly answering the questions when using the wizard, so the system thinks that she is here to study. This is quite common. Please think thoroughly each question, if answered correctly then the IMM5646 will be removed from the checklist.

i knew that the problem is in my answers. But your reply makes me recheck again and again deeply in my answers. it was a tricky questions related inderectly to the stay of my daughter.

Recheck them. The wizard might be confusing.
