Why I am not eligible?

Hello,

The eligibility test says that I am not eligible.

My NOC = 2173 - Software Engineer
Education = 16 years (4 years graduation in Mechanical Engineering)
IELTS = S:7.5, L:8, R:7, W:6.5
Experience = In past 10 years I employed more than 5 years as Software Engineer. Overall 17 years of experience
Family = Not going to Canada. 4 dependent.
Funds = CAD $22,000

You haven't mentioned your age but I'm guessing you are ineligible because you're falling short off the 67 point cutoff for FSWP.

Age - 6 (41 yrs old)
Language - 23 (S-6, L-6, R-6, W-5)
Education - 21 (Bachelors, provided it is equivalent to Bachelors in Canada as well)
Experience - 13 (if you have worked for 4-5 years in same NOC) or 15 (if you have worked for more than 6 years is same NOC).

You get either 63 or 65. You need at least 67 to qualify.

The best way to get the balance points is if your spouse can take the IELTS and get at least 4.5 in each section. Then you'll get 5 additional points and be eligible for Express Entry.

Also, you'll have to get your ECA done to prove equivalency of your Bachelors degree in Canada.

You are NOT eligible because you are getting only 66 points out of 100. You need a minimum of 67 points. I suggest you to re-take the IELTS test and score a CLB-9 (8 in L and 7 in the rest). This will not only make you eligible but also go a long way in increasing your CRS points.

Well, yes. You will get 67 points. But, I still recommend you to retake your IELTS test because with a low score, your CRS will be low as well.
