Why High commission at New Delhi delaying Visa stamping process ?

I have submitted my Passport on 1st sept.2014 at New Delhi VFS for Visa stamping after getting PPR from Canada ottawa.
But no reply from them till now.
How long they take ? Anybody has tried to asked High Commission for delaying the process or Visa stamping?
Please reply me.

Can you please share your full timelines? ie. Application received, AOR etc.
Did u apply from Canada and then requested to move your file to India?
