I am sponsoring my wife from Ukraine, she spent about 9 months in China, 9 months in Jordan and almost 6 months in Turkey. Will it take longer to process? Would it be faster if she never left Ukraine?

Too many factors to say. All else being equal, sure, would probably take less time. But age work history matter; spending that time in the break off Donetsk region would make it worse (war zone). Studying or working in a well known university or company less complicated. Also depends probably on what she was doing in those other countries. Working at an international hotel chain would likely be seen differently than no obvious work history or info available.

But it is what it is - you can't change any of that now. Doesn't make much sense to over analyze.
 
I would say that the processing time is so long mostly to weed out fraud. When someone sees 12+ months processing time and is trying to just get in somewhere quickly, it may be a deterrent.

Additionally, they would probably want to make sure the sponsor is actually able to perform the undertaking. 3 years plus the processing time for spousal sponsorship is a large commitment...with the long processing time, it gives sponsors and applicants more time to decide throughout the process if it is something that can be handled.

Finally, like others mentioned, it takes a long time to verify information from around the world.

It's unfortunate that we have to wait so long to be with and feel secure with our loved ones, but it will be worth it in the end.

I personally know a few spouse sponsorship applications were completed in less than 6 months....every case is different. Some spouse sponsorship will take less than 6 months, some will take 1 year and some will take longer than 1 year.

I would personally guess it's long not in order to weed out fraud - that's just a side benefit.
