Why does my application say this?

I applied for my study permit at the VFS office Abu Dhabi exactly 8 weeks ago and I still did not hear back at all. I gave my biometrics on the same day I applied. I linked my paper application online and next to Review of biometric information it says: Not needed at this time

Why is this happening? Is it normal?

Before I provided biometrics it showed "Not started" and once done it changed to "Not needed at this time." It just means that they already have the biometrics and you don't need to do anything. Don't worry it's perfectly normal, we all have the same message.
