True. I noted that elsewhere. IRCC claims that half of the 2016 targets would be met by backlogs.

More bad news. Today's draw pulled out just above 1000 applicants and naturally the cutoff went up. Early signs of an economic immigration slowdown.

Do you think early rumors of changing the program to be NOC based may be true?

That will be a major shakeup to the EE program which was designed to be NOC agnostic and market driven. I wouldn't give credence to rumors on something as fundamental as that. I haven't seen anything from the Government so far that indicates a decisive move to pre-EE times.

Thank goodness, honestly- on the whole, all of EE would seem to be a remarkably pointless exercise (outside of maybe the speeding up of processing times) if CIC/IRCC were to revert to the older NOC based criteria so soon!
