Why did I get a refund of $490 from CIC?

newbie here.

Family class for dependant child outside of Canada.

My son was born outside of Canada, and both my wife and I are PR. My son is currently staying with us in Canada with a visitor visa.

Submitted my application for my dependant son on April 1st.

AOR Received on April 30th.

No further update.

Checked online status - application received

BTW, I got a $490 refund from CIC on June 6th. I'm so confused and a bit worried. Anyone knows the reason?

That amount is equal to the Right of Permanent Residence fee, and dependent chilren are exempt from paying that.
