Just wonder why you can not leave Canada if you apply inland ? or at least there is a chance that you may be rejected to re-enter Canada. Does this apply even there is emergency ? like family out side of Canada is sick ?
Yes - it's because you may not be allowed back into Canada and if you aren't allowed back into Canada this effectively cancels your inland application.
Yes - this applies to all trips outside of Canada, even family emergencies.
There was a recent case whereby the spouse when home to her country for family emergency. She had to reapply for TRV. She was denied. So her inland application was effectively dead. Her husband would then had to officially withdraw the application first before submitting an outland.
Inland is not a very good option for most people. Even if the processing times for some outland VOs seem high, you can beat those times if you have a strong application, and your spouse could apply for a TRV anyway.
