I am just wondering aloud what crime these sets of immigrants have committed that they are not eligible to sponsor just like others?

I'm not sure what you mean by this.

Once a protected person becomes a PR, they are certainly eligible to sponsor their spouse just like any other PR.

Yeah, I mean Protected persons who are yet to be conferred with the PR status.

Because they aren't PRs yet.

This is no different than anyone else. You can't sponsor your spouse if you aren't officially a PR yet.
